Cause: Either the file has been deleted or the RTCSRV service account does not have permissions to read from the installation directory or the file has been corrupted.
Resolution:
Verify that the file exists.  If it does not, reinstall Lync Server.  If it does exist, verify that the RTCSRV service account has permissions to read the file.  If the RTCSRV service account has read permissions on the file, then it is corrupted and you should reinstall Lync Server.
