Cause: Either the file has been deleted or the RTCSRV service account does not have the appropriate permissions to read from the installation directory or the file has been corrupted.
Resolution:
Verify that the file exists.  If it does not exist, reinstall Lync Server.  If it does exist, verify that the RTCSRV service account has the appropriate permissions to read the file.  If the RTCSRV service account has read permissions on the file, the file is corrupted and you need to reinstall Lync Server.
