Windows Remote Management (WinRM) is not configured to allow Basic Authentication. No discovery is possible unless Basic Authentication is enabled.
To configure the WinRM client to allow Basic Authentication, issue the following command from a command prompt on the Operations Manager server used for discovery:
winrm set winrm/config/client/auth @{Basic="true"}
