An attempt to transmit its updates and transfer its operations master roles (if any) to another domain controller failed because no other domain controller that hosts the application directory partition could be found.

This operation will be tried again later.  
  
This warning can occur as a result of one of the following situations:  
  
- The domain controllers configured to host this application directory partition are offline.  
- The domain controllers configured to host this application directory partition have not yet completed their initial replication of the application directory partition and have not registered with the domain controller locator.  
- The domain controllers configured to host this application directory partition have registered their replica of this application directory partition with the domain controller locator, but the local domain controller cannot find the domain controllers due to a network or DNS lookup failure.
