To fix this, you'll need to assign a license to that user's account.Tips:
- Go to the Active Users page.
- Check the box next to the name of the user that you need to assign a license.
- Click Edit or Manage email aliases on the right pane.
- On the next page, select Licenses on the left navigation menu.
- Under Assign Licenses, select the box for the license you want to assign. Make sure you assign a license that includes Exchange Online. Use the arrow next to the license name to see what services the license offers.
- Choose Save.
