A connection with the specified AD RMS cluster {0} could not be established. To diagnose the problem, try the following:
(1) Your security token might need to be updated to include the AD RMS Enterprise Administrators group. Log off the computer, and then log back on to update your security token.
(2) Connect to the AD RMS cluster again by executing Update-RmsCluster cmdlet.
(3) Verify that the AD RMS cluster name exists and that AD RMS is operating correctly by browsing the URL of {1}.
(4) Verify that the AD RMS service account is valid and the password has not expired. Run Set-ClusterServiceAccount cmdlet to update the AD RMS service account if needed.
