Enables or disables the ability for the user to specify the Music on Hold file in Attendant Options. Additionally, it sets the Music on Hold file to use when disabled from Options.  If this policy is set, the string specifies the file to use for Music on Hold. Music on Hold is forced on with this audio file, and Options is disabled.  If this policy is not set, the user can change the setting in Options, unless MusicOnHoldDisabled is set.  Note: In the case where MusicOnHoldDisabled is set and non-zero, and MusicOnHoldAudioFile is also set, Music on Hold is disabled (MusicOnHoldDisabled takes precedence).
