Windows Deployment Services and DHCP both listen on port 67 to detect the DHCP discover signal from client. If Windows Deployment Services and DHCP are running on the same machine then Windows Deployment Services should be configured not to listen on port 67 and DHCP Option 60 configured to 'PXEClient' must be added to all DHCP scopes currently active on your DHCP server.
