Active Directory Rights Management Services can be deployed in a subordinate licensing-only cluster that can only be accessed by members of a specific group. This allows for especially sensitive information to be protected and licensed separately from other information. An additional certification and licensing server is deployed in the organization which provides the user identities for the licensing-only server and supports the licensing of protected content for users that are not in the department serviced by the licensing-only server.
