"This policy setting allows you to restrict remote applications that are using Remote API (RAPI) to implement ActiveSync operations on Windows Mobile powered devices. If you enable this policy, then the desktop ActiveSync service is blocked and the user cannot synchronize e-mail, files, or applications from the desktop, or change any settings. If you disable this policy, then desktop applications using ActiveSync Remote API (RAPI) to access the device are restricted to operating under the SECROLE_USERAUTH role. This means that these applications are able to perform only those operations on the device that the user has permissions to perform. If you do not configure this policy, then existing device-specific policies are applied that manage access to the device by desktop applications via ActiveSync Remote API (RAPI) operations."
