An attempt to lower the configuration set functional level to be less than Windows Server 2008 R2 failed because the Recycle Bin optional feature is currently updating the Active Directory Lightweight Directory Services's internal tracking of the state of deleted objects.  The FOREST_TERM functional level may not be lowered to less than Windows Server 2008 R2 until the Recycle Bin optional feature has completed this task.

This situation should correct itself automatically.  If this error is encountered again, manual intervention may be necessary.
