Windows Feedback Forwarder does not transmit information until machines in an organizational unit are configured to send data to the forwarder. This configuration is done via group policy that opts machines in the organizational unit into the Customer Experience Improvement Program. The group policy also configures the machine to send the data to the forwarder. The forwarder then transmits the data on to Microsoft. The group policy can be deployed using the Windows Feedback Forwarder configuration dialog or via Group Policy Management Console.
