The delegation management features let computer administrators retain full control of the Web server, while enabling them to delegate configuration of features in Web sites or Web applications to non-computer administrators. You can create Web site or Web application administrator accounts for Windows user accounts or groups, as well as credentials that are valid only in IIS Manager. You must configure the Management Service to enable remote connections if you want Web site and Web application administrators to be able to connect to the Web server using IIS Manager.
