The computer account for the Terminal Services license server cannot be added to the Terminal Server License Servers group in Active Directory Domain Services (AD DS) because access is denied. Domain administrator privileges are required to perform this action.  Also, the license server cannot be published in AD DS because access is denied. Enterprise administrator privileges are required to perform this action. The scope for the license server will be set to Domain instead of to Forest.
