This AD RMS cluster has been decommissioned. You must modify the access control list of the Decommissioning Web service page (decommission.asmx) in IIS to allow access to all users in your organization. You must also reconfigure AD RMS-enabled applications to submit licensing requests to the URL of the Decommissioning Web service page. The cluster will then grant all users full access to protected content. The content may then be saved without protection. Once all of the AD RMS-protected content published by this cluster has been saved without protection, you may back up the AD RMS configuration database and remove this AD RMS cluster.
