USAGE:
Dfsutil /TargetFailback is an expert-only option to make sure clients failback to target
servers that are closer to them after having failed over to a target that's potentially
out of site. 
  
Usage: 
dfsutil /TargetFailback /Path: /Enable|Disable|Display [/Verbose]

    /Path: - Path of DFS root or link affected.
    /Display - See if target-failback feature is enabled currently or not.
    /Enable - Enable target-failback on the given link or root.
    /Disable - (Default behavior) Stop sending target-failback information 
        from the DFS server to the clients.
    /Verbose - Show additional information while the tool is executing.    

Notes:
1) One of Enable, Disable, Display must be specified.
2) The path specified may be a root or a link.
3) You may also enable or disable TargetFailback on SYSVOL/NETLOGON paths. 
   That, however, is a DC specific property that must be set in the 
   registry of relevant DC(s):
   HKLM\System\CurrentControlSet\
   Services\Dfs\Parameters\SysvolNetlogonTargetFailback: DWORD 1 or 0
