The hierarchy must have one PortfolioBacklogs at the top, with an empty 'parent' attribute. All other PortfolioBacklog elements must define their 'parent' attribute to be the category name of another PortfolioBacklog element. To define a linear hiearchy, the value of the 'parent' attribute must be unique across all PortfolioBacklog elements.
