The RegisterAllProviderIP property forces the network name to register all dependent IP addresses regardless if they are online or offline. Some DNS servers / clients are smart and they resolve and connect on the IP that is in their subnet. In such environments it would be good to register all IP addresses in DNS regardless if they are online or offline (multi-site), because the DNS server/clients will make the correct decision; that way we avoid DNS replication delays.
