DESCRIPTION:
When set to 0, SYSVOL and NETLOGON referrals contain domain controllers (DCs) 
in the client's site listed first in random order, followed by a random list 
of DCs. 
When set to 1 (the default), SYSVOL and NETLOGON referrals sort DCs in order 
of lowest cost. DCs in the same site as the client are at the top of the 
referral list, followed by domain controllers sorted by lowest cost.
