One or both of the synchronization services aren't running. Make sure that the Windows Azure Active Directory Sync Service and the Forefront Identity Manager Synchronization service are running. Also, make sure that they have startup set to Automatic. You can verify this through the Services snap-in on the directory synchronization server.
