WINS could not look up the association block for a NetBIOS over TCP/IP (NetBT) association. Check to see if the message read is corrupted. WINS looks at bit 11-14 of the message to determine if the association is from another WINS or from an NetBT node. It is possible that the bits are corrupted or that there is a mismatch between what the two WINS servers expect to see in those bits.
