The Forefront Identity Manager Service has been unable to complete a Workflow and Request state consistency check and recovery in three consecutive attempts.  If the database has inconsistent Workflow or Request state, the affected Workflows and Requests will not resume and will be stuck.   This issue only affects Workflows and Requests created in previous sessions that are not yet completed.  Workflows and Requests created during this session are not affected.

The failure may be due to a SQL Server connection failure, excessive load on the Forefront Identity Manager Service, or a transaction timeout.

Verify that the SQL Server is reachable from the Forefront Identity Manager Service computer, and that SQL Server is running.  Next, restart the Forefront Identity Manager Service to retry the Workflow and Request recovery.  If the problem continues, try extending the backgroundDataProcessingTimeoutInSeconds timeout property in the Microsoft.ResourceManagement.Service.exe.config file and restart the service.
