"This policy setting allows you to specify if the user can use a camera on the device. Note that this policy setting affects all camera functions, including, but not limited to, showing preview, taking pictures and recording videos. When you change this policy setting, a system reboot is enforced on the device when the policy is applied. If you enable this policy setting, the user is not able to use the camera in any way. The user cannot run the Microsoft Camera application; the user may not be able to run third-party camera applications or the user may not be allowed to capture images or videos with these applications; applications that use the camera (such as Outlook Mobile and Mobile Address Book) can be used normally, but the commands to capture pictures and videos, or to get live stream from the camera sensor, cannot be used. If you disable or do not configure this policy setting, then the user is able to use the camera normally, subject to any existing restrictions imposed by the manufacturer."
