InfoPath stores a list of safe assemblies located in the GAC (Global Assembly Cache) that an InfoPath form's business logic can call. Business logic can only call into assemblies in the GAC that are on the safe list. This policy controls the enforcement of the safe list. By default, assemblies in the GAC that are not on the safe list cannot be loaded from business logic.
