Verify that Rights Management Services is working correctly and that the IRM Configuration property InternalLicensingEnabled is set to true. For details about how to set the InternalLicensingEnabled property, refer to the cmdlet Set-IRMConfiguration. If protection for voice messages isn't required, make sure that users have the ProtectUnauthenticatedVoiceMail property of the UM mailbox policy for protected voice messages set to 'None'.
