The virtual machine is on a Hyper-V host or cluster which isn't configured for protection. Go to JOBS view in Azure portal and find failed job for ‘Protection configuration' for respective cloud and ‘Updating protection configuration' for respective Hyper-V host or cluster and then resolve the issue.
