The delegation management features let computer administrators retain full control of the Web server, while enabling them to delegate configuration of features in sites or applications to non-computer administrators. You can permit Windows users and IIS Manager users to connect to a site or an application. These users can configure delegated features in any sites and applications to which you grant them permission. You must configure the Management Service to enable remote connections if you want these users to be able to connect to the Web server using IIS Manager.
