This setting controls whether or not unplanned shutdown events can be reported when error reporting is enabled. When this setting is enabled, error reporting will include unplanned shutdown events. When this setting is disabled, unplanned shutdown events will not be included in error reporting. If you do not configure this setting, the user will be able to adjust this setting via the control panel, which is set to 'upload unplanned shutdown events' by default.
