Cause: Pools are in standby mode and are not available. Pool assignment rules may be incorrect.
Resolution:
Verify that Lync Server is deployed correctly and Use Get-CsProvisionServiceConfiguration and Get-CsProvisionPoolAssignmentOverWriteRules to check current pool settings and assignment rules. Use Get-CsPool or Get-CsTopology cmdlet to retrieve the existing pool information and Get-csTenant to retrieve the tenant information.
