There are more users assigned to the Microsoft Intune user group than the number of device licenses you purchased or the support limit.  This does not affect your ability to manage and secure devices. In Microsoft Intune, you might not be able to manage some users that were included in the Microsoft Intune user group in the Microsoft Intune Commerce Portal. Go to the Microsoft Intune Commerce Portal and remove members from the Microsoft Intune user group.
