Information Rights Management (IRM): There was a problem while extracting and processing a protected document's issuance license.

A protected document's issuance license stores information on the IRM protection.  It is stored inside the protected file, but is digitally signed by the Rights Management Services (RMS) server instead of encrypted along with the document data.
