When the federation server issues a token to a client, it digitally signs the token using a token-signing certificate. When the client receives a token from the federation server, it uses the certificate to verify that the token was issued by the correct federation server and that the token has not been tampered with.  Choose the certificate to use for signing tokens issued by this federation server.
