EXPLANATION    This message should occur only on a down-level computer. Any action to correct the problem should be performed on that computer.  There is not enough memory available to run the Server service.    ACTION    Stop other applications and services (except the Workstation service) that are running on the computer and try again. If the problem continues, you will have to add memory to the computer.
