If you disable this policy or do not configure it, the user can change automatic configuration settings. This policy is intended to enable administrators to ensure that users' settings are updated uniformly through automatic configuration. The "Disable the Connections page" policy (located in \User Configuration\Administrative Templates\Windows Components\Internet Explorer\Internet Control Panel), which removes the Connections tab from Internet Explorer in Control Panel, takes precedence over this policy. If it is enabled, this policy is ignored."
