This policy prevents federated contacts from inviting users to conversations unless they have an ALLOW ACL from the user. In addition, it blocks messages that are not part of a session from reaching the user from such contacts. This in effect blocks inbound federated IM traffic from contacts that are not on the user's contact list. This policy will override any user preference set in the options dialog Personal tab. Otherwise the user can make the choice.
