There are no active test agents.  If any of the agents are running as a service, you must restart the service using the Services Manager on the computer where the test agent is installed.  If the agent is running as an interactive process, you must access the computer that is running the agent and restart the process using the notification tray icon.  You can also contact your lab administrator.
