The SQL Server Installation Wizard is not supported on Windows Server Core. You must use Full Quiet mode by specifying the /Q parameter, or Quiet Simple mode by specifying the /QS parameter. The /QS parameter only shows progress, does not accept any input, and displays no error messages if encountered. However, you can bypass this block by specifying /UIMODE=EnableUIOnServerCore parameter.
