Visual {0} is cached using BitmapCache and is also animated by storyboard {1}. This storyboard is CPU-bound and is causing the cached bitmap to be refreshed.
Sort the frames by CPU Time by clicking the column header and select the frames with the highest CPU time. Then, from the Frames view menu, select  the Visual Tree option. In the navigation toolbar and identify the cost of visual {0} in the tree.
