Print Management can not function correctly because the Windows Firewall is on and is set to not allow exceptions. To enable exceptions, go to the Control Panel and open the Windows Firewall, then uncheck the "Block all programs" checkbox. On the Exceptions tab, check the File and Printer Sharing exception.
