Possible cause: Site Component Manager does not have sufficient access rights to administer the site system.
Solution: Verify that the Site System Installation accounts are properly configured to allow the site to administer the site system.  If advanced security verify the site server machine account is properly configured to allow the site to administer the site system. 

Possible cause: The Microsoft Visual C++ 2008 SP1 runtime libraries are not installed.
Solution: Install the Microsoft Visual C++ 2008 SP1 Redistributable Package from the Microsoft Download Center. 

Possible cause: The account "%3" is disabled.
Solution: Enable the account.
